More Information about APMC

full-form-of-apmcEvery state’s government established APMC to create a marketplace for farmers to sell their agricultural products. Such committees ensured that greedy intermediaries would not take advantage of farmers by offering them a minimal for their agricultural produce and then selling it at a better price. Farmers were never able to reap the benefits of their products and were forced to take out further loans, racking up massive debts in the process. Farmers in a variety of states have benefited from the APMC marketing strategy.

e-NAM & APMC

The National Agriculture Market (NAM) is an electronic trading platform that integrates India’s existing Agricultural Produce Market Committee (APMC) mandis to build an integrated national market for agricultural commodities.

The e-NAM portal provides a one-stop-shop for all APMC-related information and services, including:

  • Arrivals and pricing of commodities
  • Trade offers to buy and sell
  • Other features include the ability to respond to trade offers.

NAM decreases transaction costs and information irregularities even when agricultural produce continues to flow through the mandis. The state can manage agriculture marketing under its agri-marketing legislation, which splits the state into various market areas and delegates each market area to a different APMC, each with its own set of marketing limitations and costs.

Objectives of Agriculture Produce Market Committee

Below mentioned are some major functions of the Agriculture Produce Market Committee.

  • Creating a stable atmosphere in which demand and supply forces can function normally.
  • Assuring growers or farmers of fair profit margins.
  • Prevent market Maprectices.
  • Market competition should be encouraged.
  • Providing the infrastructure facilities that are required
  • Ensure that transactions are carried out in an open and transparent way.

Functions & Responsibility of APMC

When it comes to APMC governance, the Mandis are run by a board of directors who are overseen by the state marketing board, also known as the mandi board. The elected directors are primarily farmers’ representatives, but they are occasionally nominated by state governments. The board manages the day-to-day operations and market administration for a modest charge or cess that it receives from market participants.

  • Assuring that transactions take place in the designated market region.
  • Make sure your pricing strategy is entirely transparent.
  • Ensure that farmers are paid for the agricultural products they sell on the same day.
  • Promotion of public-private partnerships in the management of agricultural markets.
  • Agricultural processing should be promoted in addition to activities for value addition in agricultural goods.
  • Providing information about new farm produce arrivals, as well as their prices, that have been delivered to the market area for sale.
  • The chief executive officer of the market committee will be chosen from a pool of specialists drawn from the free market.

How does the APMC work?

The APMC trades using two methods: Negotiated Trade and Auction Trade. When a seller approaches a trader for a price quote, this is known as a negotiated transaction, and it is also known as a dealer market. Before a mutually acceptable price is reached, the rate is either approved or negotiated. An auction deal, which refers to an open auction market, uses the open outcry method to sell a commodity. Local supply and demand determine the price of the produce. An APMC officer or a professional auctioneer oversees the sale.

Deals are cleared with buyers/sellers immediately after the transaction, and the buyer is expected to do a quality and quantity check of his produce at the time the trade with the seller is cleared. The trader reports the price paid and the volumes transacted at the end of the trading day and then pay the fees or cess.

Farmers sell their crops at the APMC in their neighborhood. After the merchandise is delivered, traders sell the goods to purchasers. Because the market yard does not have long-term storage, the APMC enables traders to keep produce in the yard overnight if it is not sold the same day. As a result, APMC speeds trade settlements, and any post-delivery quality disagreement is handled between the merchant and the buyer/seller once the trade settlement is concluded.

A basic transaction fee, which is a percentage of the value of the traded volumes, and a premium transaction fee, which is also a proportion of the value of the traded volumes, are charged to the trader. The second form of the fee is taxes. Market fees might vary a lot from one state to the next. Other market parties involved in facilitating trades include commission agents, wholesalers, sub wholesalers, auctioneers, packers, graders, and laborers, in addition to usual buyers and sellers. To participate in the auction, a buyer must hold an APMC license.

APMC Model Act 2003

In 2003, the Indian government drafted a model Agricultural Produce Market Committee (APMC) Act as the first step toward agricultural market reform.

This act included the following provisions:

  • Other than the APMC marketplaces, new market channels have emerged.
  • Wholesale markets in the private sector
  • Purchases made directly
  • A contract between farmers and purchasers

Under the APMC Act of 2003, the Market Committees were in charge of:

  • Ensure that the market area’s transactions and pricing mechanism are transparent.
  • Providing farmers with market-driven extension services
  • Ensure that farmers get compensated for produce sold the same day.
  • promoting agricultural processing to boost the value of the product
  • Making the availability and dates of the agricultural produce’s arrival at the market public
  • In these markets, promoting and developing public-private partnerships (PPPs).

However, the bill has not been passed in every state. Some states have approved legislation but have not yet drafted rules or alerted the federal government. As a result, inter-state restrictions persist. APMC Reforms

About New Farms Law 2020

Below are the three Farms Law that was passed by Parliament in September 2020.

  • The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020,
  • The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020
  • The Essential Commodities(Amendment) Act, 2020

According to the paper, which underlines the benefits of the new farm legislation, farmers in India have been subjected to several obstacles in distributing their produce. Farmers were prohibited from selling agricultural products outside of the notified APMC market yards.

Farmers could also only sell their produce to state government licensees. Furthermore, there were barriers to the free flow of agricultural produce among states due to the prevalence of numerous APMC legislations imposed by state governments.

APMC regulations, according to the report, have resulted in a lot of “inefficiencies and associated losses to farmers.”

APMCs collect a wide range of levies and cesses on farmers, with just a small percentage of the proceeds flowing back into the development of mandi infrastructure. According to the research, the farmers’ difficulty in realizing prices is exacerbated by insufficient infrastructure at the Mandis.

According to the research, long lines of farmers waiting to sell their produce in the hot sun are a regular characteristic of APMC Mandis, with limited ability to sell their produce elsewhere even if the price is higher in another mandi.

“Various committees had urged several adjustments in the marketing of agricultural goods,” the survey said, “recognizing the aforementioned limitations of existing market regulations.”

According to the report, the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act of 2020 will empower farmers by providing a level playing field in their dealings with processors, wholesalers, aggregators, large retailers, and exporters.

It will transfer market risk from the farmer to the sponsor, while also allowing the farmer to profit from new technologies and enhanced inputs. Farmers are effectively protected because the sale, lease, or mortgage of their land is illegal, and their land is likewise secured against any recovery.

Farmers will have entire control over the contract, including the power to determine their own selling prices. They will be paid in no more than three days.

As a result of this rule, 10,000 Farmer Producer Organizations are being formed across the country. Small farmers will be brought together by these FPOs, which will work to ensure that farm produce is valued properly. Farmers won’t need to look for traders after signing the contract because the buyer will need to pick up the product from the farm.

Under the Essential Commodities (Amendment) Act 2020, cereals, legumes, oilseeds, edible oils, onion, and potatoes are no longer deemed essential commodities. This is an attempt to assuage private investors’ fears of excessive regulatory involvement in their operations.

Economies of scale will be gained as a result of the ability to develop, hold, move, distribute, and supply, attracting the private sector and foreign direct investment into agriculture. According to the poll, the legislation will promote investments in cold storage facilities and food supply chain modernization.
