How does the APMC work?
The APMC trades using two methods: Negotiated Trade and Auction Trade. When a seller approaches a trader for a price quote, this is known as a negotiated transaction, and it is also known as a dealer market. Before a mutually acceptable price is reached, the rate is either approved or negotiated. An auction deal, which refers to an open auction market, uses the open outcry method to sell a commodity. Local supply and demand determine the price of the produce. An APMC officer or a professional auctioneer oversees the sale.
Deals are cleared with buyers/sellers immediately after the transaction, and the buyer is expected to do a quality and quantity check of his produce at the time the trade with the seller is cleared. The trader reports the price paid and the volumes transacted at the end of the trading day and then pay the fees or cess.
Farmers sell their crops at the APMC in their neighborhood. After the merchandise is delivered, traders sell the goods to purchasers. Because the market yard does not have long-term storage, the APMC enables traders to keep produce in the yard overnight if it is not sold the same day. As a result, APMC speeds trade settlements, and any post-delivery quality disagreement is handled between the merchant and the buyer/seller once the trade settlement is concluded.
A basic transaction fee, which is a percentage of the value of the traded volumes, and a premium transaction fee, which is also a proportion of the value of the traded volumes, are charged to the trader. The second form of the fee is taxes. Market fees might vary a lot from one state to the next. Other market parties involved in facilitating trades include commission agents, wholesalers, sub wholesalers, auctioneers, packers, graders, and laborers, in addition to usual buyers and sellers. To participate in the auction, a buyer must hold an APMC license.
APMC Model Act 2003
In 2003, the Indian government drafted a model Agricultural Produce Market Committee (APMC) Act as the first step toward agricultural market reform.

About New Farms Law 2020

According to the research, long lines of farmers waiting to sell their produce in the hot sun are a regular characteristic of APMC Mandis, with limited ability to sell their produce elsewhere even if the price is higher in another mandi.
“Various committees had urged several adjustments in the marketing of agricultural goods,” the survey said, “recognizing the aforementioned limitations of existing market regulations.”
According to the report, the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act of 2020 will empower farmers by providing a level playing field in their dealings with processors, wholesalers, aggregators, large retailers, and exporters.
It will transfer market risk from the farmer to the sponsor, while also allowing the farmer to profit from new technologies and enhanced inputs. Farmers are effectively protected because the sale, lease, or mortgage of their land is illegal, and their land is likewise secured against any recovery.
Farmers will have entire control over the contract, including the power to determine their own selling prices. They will be paid in no more than three days.
As a result of this rule, 10,000 Farmer Producer Organizations are being formed across the country. Small farmers will be brought together by these FPOs, which will work to ensure that farm produce is valued properly. Farmers won’t need to look for traders after signing the contract because the buyer will need to pick up the product from the farm.
Under the Essential Commodities (Amendment) Act 2020, cereals, legumes, oilseeds, edible oils, onion, and potatoes are no longer deemed essential commodities. This is an attempt to assuage private investors’ fears of excessive regulatory involvement in their operations.
Economies of scale will be gained as a result of the ability to develop, hold, move, distribute, and supply, attracting the private sector and foreign direct investment into agriculture.
